Police officials insisted that the rubber gun was realistic enough to justify Hopper’s split-second decision. A district attorney’s investigation, now underway, may concur. But the shooting only reinforces the impression that L.A. cops are out of control–and in the midst of a scandal over alleged cowboy tactics in its Rampart division, this was a controversy LAPD didn’t need.
